PROMCODE Namespace and Preferred Prefix

There is a mismatch in the namespace URI between the vocabulary [1] and  the resource shape [2].  The vocabulary uses  http://open-services.net/ns/promcode#  which agrees  with the structure of the other OSLC namespaces. The resource shape uses  http://docs.open-services.net/oslc-promcode/ns#
Also, we should use a consistent prefix. The vocabulary uses promcode: and  the resource shape uses oslc_promcode:  Let's pick one and use it consistently.
