Comments on Vocabulary

I have breifly looked at [1].  1. promcode:Measure is used instead of ems:Measure. This duplicates an  existing OSLC class. [2] Has the TC decided to do that? 2. The vocabulary refers to MeasureType and UnitType. I don't see their  definition.
