Description:

The cardinality of the /composite/@targetNamespace attribute is 

specified at --

1) Line 1243, which says that the attribute is required

2) Line 1268, which says (0..1)

3) Line 4265 (schema appendix), which says that the attribute is required

4) The standalone schema file 

(http://docs.oasis-open.org/opencsa/sca-assembly/sca-core-1.1-cd05.xsd),

which says that the attribute is required.

Although, we say that in case of any inconsistency, the standalone 

schema file is authoritative, I believe we should fix this for the next
rev.

Proposal:

In line 1268 replace "(0..1)" with "(1..1)"
