WS-RA Event Description specification to declare SCA Event Types

Target:  sca-assembly-1.2-spec-wd01.doc 

Description: 

The WS_RA working group at DMTF has created an Event Description specification,
which can be used to declare Event Types in an XML format.

This existing standard should be used instead of SCA Assembly defining
its own separate Event Type format. 

Proposal: 

Update the SCA Assembly 1.2 specification so that it references Event Type
declarations from the WS-RA Event Description specification.
