Title: Section 11 of spec should be marked non-normative

Target: Assembly 1.2 WD 03

Description:

Section 11 of the specification (Extension model) contains no normative

statements. As a small help to those trying to understand the 

specification, marking the text in some way as "non-normative"
will help 

consumers of the spec understand that this section is merely describing

ways of extending the spec, with no impositions on implementation.

Proposal:

Add a parenthetical "(Non-Normative)" to the section heading.
