Observer Attendance, Jan 23 Teleconference

Several folks have asked about the attendance list included (sort of) with
the minutes. That list was of members only (ie the listing of people who
made up quorum). Here is a list of the observers who attended. In future, I
will also include an observer attendance list in the minutes. Sorry for the
confusion.
