Issue CORE-27: Consider Limiting Datatype of Attribute Name

This grew out of a suggestion from Prateek.  Can we close it by next 
Tuesday?  Here's the description:

"Prateek has been proposing a “simple attribute profile”, one of whose 
characteristics is to limit the Name field on the Attribute element to 
“xs:name”. This may be slightly too restrictive (it has to accommodate 
anyURI at a minimum), but maybe “xs:token” or something would be 
appropriate to do in core, so that all attribute profiles will inherit 
it (rather than having this one attribute profile do it)."
