So you're tunneling a SAML SOAP message inside a SOAP SwA or MTOM 
message, right?  This seems as legitimate as any other tunneling 
activity, which is to say it depends on the circumstances; as long as 
the SAML entities at each "end" see the unwrapped message, it's okay, 
but if you want to document how to do the tunneling, that seems like 
another binding.
