So does this mean that if a party wanted to force the SSTC to
close, they could just continue to vote NO on any proposal to
select one of the 3 IPR modes?
Seems wrong to me, but looking through the transition rules,
the only fallback seems to be that you can go to the Board
in such a case and ask for an exception to the transition
policies.
