[ubl-lcsc] Placement of disclaimer... revised intro

Hi Lisa,

I said in our phone conversation today that I would find a good
place for the copyright/disclaimer in the release document.

I think it should go right at the end of the Intro and just before
"1. Scope."  But I also think we should add a paragraph soliciting
public comment.  I'm not sure whether this was discussed and
rejected or whether we just didn't consider it.  In any event, to
save time I've created a drop-in replacement for the Intro section
(see below) that

 - incorporates the disclaimer

 - incorporates a new subsection labeled "Public Comment"

 - incorporates a few nit-level fixes (I'm sorry, I can't help
   myself)

If these changes are OK, then you can just drop the html in the
attachment into your file to replace the current intro.  I invite
anyone who's still interested in this level of diddling to unzip
the attachment and check it out.
