I confirm the same behavior. I vaguely recall we had the same problem (year or two ago when we were actively developing the profile) and we resolved it.
Micah, do you recall this issue and how we addressed this in the past?

I'm not sure who to report this to, so I picked on you.
The document at
http://www.ws-i.org/Profiles/ReliableSecureProfile-1.0-2010-11-09.html is broken. When you do a GET on that URL you only receive a partial document. It stops at section 5.1.1. I've verified this behavior with Chrome, Firefox, and IE. Also the links in the
Table of Contents take you to http://kavin.com/#whatever.
