I have no explanation for the partial document download. But the table of contents issue is due to the fact that the TOC URIs reference the members-only site which makes no sense in a public document.
For instance,
http://mp.ws-i.org/apps/org/workgroup/rspwg/download.php/6011/latest/ReliableSecureProfile-1.0-Final.html#introduction
should be
http://www.ws-i.org/Profiles/ReliableSecureProfile-1.0-2010-11-09.html#introduction
and so on.

document. It stops at section 5.1.1. I've verified this behavior
with Chrome, Firefox, and IE. Also the links in the Table of
Contents take you to http://kavin.com/#whatever.
