Current BEA/IBM/MSFT proposal for issues 122-124

Attached is a clean version without change bars of our
current proposal to resolve issues 122-124. There are no changes from the

We have reviewed the potential impact to the state table
of our proposal and do not see any. We checked these findings with Bob and he
agreed. The reason there is no impact is that our proposal does not define any
new behavior of the protocol. We did carefully look at potential impacts from
new fault conditions as well. Unlike the RM required fault which is reflected
in the state table, our proposal uses the soap mU fault and normal WSS fault
rules neither of which impact the state table.
