Configuration Capability Proposal

Folks, 

We have discussed in the past, but never written down, a configuration capability.  

I would like to propose the following very simple Configuration capability section for WSDM 1.0. 

There are a few open questions I'd like to discuss in Boston and some marked candidates for WSDM 2.0.
