Advertising/Discovery Section Proposal

Hi, 

Based on my action item last week, here is a proposal for an Advertising/Discovery section that 

indicates the use of the advertising events capability, relationships, and registries. 

Markup indicates changes from last published version of MUWS. 

Please be prepared to discuss in Boston.
