Web Services Security Issues List - Rev 14

The attached issues list includes issues as discussed in our March 25
and April 8 phone calls and issues from the mailing list. 

There were some proposals on the list that Kelvin/Chris should add as
agenda items - not clear they are "issues/bugs" until there is
discussion.

In the event there are issues that were missed or need correction please
let me know as soon as possible.
