It is out intent to
be able to present this royalty free but I think we got the language wrong
having shown our lawyers possibly the wrong examples. There is no hidden or
secret agenda with respect to licensing of this document.

but it seems to me that the copyright notice contained in the document does not
grant sufficient rights. It grants the right to "copy or display" which does not
seem to include to right to modify.

mechanism for voluntary non-repudiation of receipt.
