Quorum poll until the end of 2018

Hi all,

please take a minute to fill out your availability for the XLIFF OMOS TC meetings until year end.

Now that we decided to meet only once a month, it's critical to keep making progress offline on the GitHub repo and Wiki and to achieve quorum on the monthly meetings to progress technical discussions and and to be able to make decisions on the prose documentation.
