[proposed-solution] csprd01-007, Missing description

For the csprd01-007 (https://lists.oasis-open.org/archives/xliff-comment/201305/msg00005.html), which notes that there is no skeleton attribute on <file>
 in 2.2.2.2 file, I propose that we remove the following bullet:

 

- The <file> element must not have a <skeleton> child, if and only if the optional skeleton attribute is used.

 

The need for this will be addressed in my answer to 008 which notes that the skeleton/@href is for the same purpose. I will propose under 008 that we keep the skeleton/@href.

 

Please let me know if you have any objections or suggestions by 03 June. If I get no replies I will assume approval.
