Can you do it again?

There are a wide number of attributes identified by the IRC/UCAIug as present in the CIM but left out of the current spec. Some of them are Energy Interop, some meta-information about resources and resource availability. How often resource can perform? How long to recover since last time performed? Maximum length of time it can perform at one time.
