Thank you for providing the budget for 2005.  Our 
Accountant will use this information when we present the first-pass 2005 budget 
to the OASIS Board on 12 Nov.
 
Also, your clarifications on the consultant contract are 
most helpful.  I will provide you with a status of contract 
discussions with the 3 candidates early next week.

Dear Patrick and Jamie 
–
 
I attach our 2005 calendar year 
spending plan.  The Steering Committee has approved a $50,000 cap on the 
consultant contract, with $10,000 to be available from the 2004 spending plan 
and the remaining $40,000 available from the 2005 spending plan.  I pass on 
the following additional requests from the Steering Committee about the 
consultant contract:
 
-                      
that the contract have a reasonable 
hourly rate;
-                      
that the contract not include a 
premium for work already done for another client; and
-                     
that the contract be designed in 
quarterly increments so that OASIS must affirmatively decide to extend the 
contract each quarter based on complete satisfaction with the work performed 
during the previous quarter.  
 
Please let me know if you have any 
questions about the spending plan or our desires for the consulting 
contract.
