I have been supportive of the requests for funding of the CourtFiling TC
and continue to remain supportive. However, I would be more comfortable
approving this recent request if I had access to the following types of
information:

1. What is the current status of the project? My understanding is that
we are still at the requirements phase, and that a specification
remains to be written, as well as interoperability testing.

2. Do we have an approximate cost to completion of Blue, through the
various stages, so that we can evaluate the requests in terms of an
overall approximate budget rather than ad hoc as we have done a few
times in the recent past? I don't think a formal budget is required but
an approximation would be helpful.
