John -- I regret that I have not yet generated the minutes from Atlanta that
will address some of your very legitimate questions.  

Basically, we are on track to provide Joint Tech with a basic IEPD package
addressing the core messages (including service), queries and case
initiation data elements, with UML models, the GJXDM mapping spreadsheet
linking the data elements from the model to the GJXDM elements and
definitions, the GJXDM-compliant XML schemas, and a descriptive Word
document by its July 10th meeting.  That is what we are working so
feverishly to complete.  We will go back and update the requirements
document to reflect the additional requirements that we have discovered
during the UML modeling process.  The full specification will be completed
by July 28th, with final approval at the TC meeting held in September
following CTC 9.

I will get an statement from Eric Tingom of the current estimate of the
contract cost.  The last that I checked with him our spending -- and
projected spending to complete Blue -- remained well below the funding level
established by OASIS in his contract, even though we have added additional
subcontractors working through his contract to get the Blue (now ECF 3.0)
effort completed by the end of September.
