The definitions for the *:rfc-language-tag attributes, introduced for ODF 1.2, say
"The value shall be a language identifier according to the rules of [RFC4646], or its successors."
where [RFC4646] is taken from Appendix C. References.

RFC5646 was published in September 2009 to obsolete RFC4646 and clarifies on details, we should refer the latest RFC here.
