The metadata spec is currently completely added to ODF 1.2 part 1,
which is not what we intended. Instead the package related parts (those
OWL classes which have the "pkg" prefix) should be moved to ODF 1.2
part 3, as the metadata base functionality of adding metadata to XML 
files is a feature that every ODF package should be capable of.
