BUG ALERT!!
Wait!  This is inside of a special-purpose formula syntax.  Comma should not be allowed there at all.  

See the cleanup of table:condition.   That needs to be done here also.  The numberValue should be simply a W3C Schema Number lexical form (or other appropriate one).

[PS It is in scope since this is related to changed text in Part 1, but there is a bigger issue that this uncovers.]
