I don't see how the above proposal would simplify anything. In fact the way the proposal is currently written:

<text:s> may contain one or more Unicode space characters (only allowed content) and has the attribute xml:space with the values "preserve" and "collapse", with the default being "preserve." 

would mean that instead of <text:s text.c="12" /> we have <text:s>            </text:s> but suddenly have even more complications if we want to "pretty print" the ODF code.
