The comments form [email protected] point out a clear error
in the specification:

Lines 2077-2078 say: "The <Obligations> element SHALL contain a
set of obligations that MUST be fulfilled by the PDP in
conjunction with the authorization decision."

"PDP" should be "PEP".

I'll add this to our list.
