Speakers Bureau for dita.xml.org

At yesterday's editorial board meeting, I meant to discuss the possibility
of adding a Speakers Bureau page to the DITA Focus Area. This would be
simply a vetted registry of available speakers by locale (or by locales
they are willing to travel to) who are willing to be resources for DITA
User Group programs, invited conference speakers, and other occasions that
need high-quality DITA-related presentations.
