   #x3000 inconsistency in June XML Syntax spec?

One of the difference between the April and June specs was the
removal of #x3000 from

  [1] S ::= (#x20 | #x9 | #xd |#xa)+
  
However, it still survives in

  [14] PubidChar ::= #x20 | #x9 | #xd |#xa | #x3000 | [a-zA-Z0-9] ...
  
Should it be removed from [14] for consistency?
