Then, as I asked in May:

but never got an answer to:

[9] EntityValue ::= '"' ([^%&"] | PEReference | Reference)* '"' | "'"
([^%&'] | PEReference | Reference)* "'"

If this is the DTD grammar AFTER PE inclusion, how can there be
PEReferences ???
