The namespace can be any URI. You could use Microsoft's admirable UUID
notation.
    "uri:uuid:put the UUID here"

I don't know if URIs currently allow SGML Formal Public Identifiers. If
they do, you can go
    "uri:fpi:-//your name here//ELEMENTS your description here//EN"
or if you want to publish them, and you  can get an ISBN number:
    "uri:fpi:+//ISBN your number here//ELEMENTS your description
here//EN"
