There's a rumour in wide circulation (both inside and outside the W3C)
that a sudden and irregular event brought about the change -- in other
words, that it was not simply an independent decision on the part of
the HTML WG members.  I should note that similar rumours circulated
about an equally sudden and unexpected change in the Namespaces spec
just before it went to PR last year.

Since I'm involved in the W3C work, I'm not at liberty to repeat that
rumour in detail, but since everyone seems to have heard it, perhaps
someone outside the W3C can put the rumour on the table so that Ann at
least knows what her WG's being accused of.
