It is in the EBNF at this point.  John is probably suggesting that
it be taken out although I don't recall him explicitly saying so.
It might be another one of those skipped paragraph problem of mine.

Another point in favor of hex over decimal is that the Canoncial XML
spec uses hex.  As I said before, I have no preference either way.
I'll switch to hex in the next version of EBNF and see if anyone
screams.
