Good to see another one.

Does anyone else think it is better if each business 
has its own repository which negotiates strictly with the 
partners chosen by contract?

A schema server is no harder than what you do now.  It really 
is a service and it needs to identify its counterpart, find 
the relevant near siblings, then negotiate a common namespace 
declared as the ROA for the extents of the performance.  It 
also should declare the list of reliable components to be 
used (ensure stable relationships).

Better than letting BigBill and his competitors see too 
deeply into your processes.  CYA my friends, CYA.
