Something along these lines has been considered, and it's not out of
the question that it may happen.
For the time being, the only schema-valid way to introduce an
attribute from other than the namespace partition scoped to the
containing element is by way of an attribute GROUP from another
namespace, e.g.
<type>
. . .
<attributeGroup ref='foo:baz'/>
</type>
See the schema for schemas [1] for an example of how this is done, wrt
xml:lang.
