xml-dev - Pointer to "Why attributes have no namespace by default"

Just a plea for a pointer (not a new discussion!):  who wrote a good explanation for

why elements and attributes behave differently when we're talking about

default namespaces?  (I do understand the spec, but I don't comprehend the

rationale behind the distinction.)
