The version you have mentioned is not the latest. The latest version
(available from Alphaworks) is 3.0.0EA3. It's based on the Xerces code base
and apparently does not have the DTD parser APIs.
BTW, if I want to use an older version of XML4J commercially what would be
the licensing issues?

The latest release of XML4J (2.0.15) provides support for reading and
processing a DTD stream. Check out
com.ibm.xml.parser.Parser#readDTDStream().
