um, what do you mean by "parameterized" in this context?

why not use the TEI extension mechanism to provide new names for the
tags? preferably not ones like "mkuperr" :-} (just to show I am
looking at your DTDs)

You have look at "TEI Lite: An Introduction to Text Encoding for
Interchange", and rejected it as unsuitable for beginners?
