Exactly.  In fact, the markup vocabulary that should be used will vary
according to what task you wish to perform.  Perhaps we should be looking at
particular vocabularies and categorizing them by what they are intended to
do.  "Mark up a book" is very broad.  When we know what we want to do, we'll
be better able to decide what transformations need to be made.
