Its actually not that odd - I've had to do this myself.
XML Authority will do this under the FILE...SAVE AS menu option.

Hello everybody,
I'm hoping this mail reaches all xml-dev subscribers ... ;-)
Well - maybe it sounds a little bit odd - but
does anybody created a little tool which converts XML Schemas into DTDs?
This questions comes from the desire to describe XML instances by means
of XML Schema and otoh to use available tools (e.g. XML Master from
IBM/alphaWorks) to process these XML instances.
I think it's not very worthwhile to code this myself.
The matching DTDs could be written by hand until more tools with
XML Schema capabilities are available.
But, perhaps somebody has done this already ...
