Whenever the audience for those tag names will be more comfortable with
names drawn from another language.

Please note -- this audience might be very different from the audience for
the application(s) built on top of these elements.  It's the authors of the
software which processes the XML (including, for example, XSL stylesheet
authors) which matter.
