It's had no problems sending to three different addresses
of mine, FWIW, and I've yet to observe any downtime.

Everyone's of course free to do their own projects, but
I don't think that would preclude there from being an
umbrella effort. And at the very least, I think that
this community should be taking a more direct hand in its
own future, and that having its own website is overdue.
Note that I certainly didn't say "monolithic". There
are already monolithic XML efforts, from big vendors.
Smaller is better most of the time in my book.
