I haven't seen any mention of Dave Raggett's Tidy in the answers so far, so
I'll mention it. See http://www.w3.org/People/Raggett/tidy/. It's very good
at converting sloppy HTML to well-formed XML (see the -axml option) and you
can then use XSLT or something to convert that to pages conforming to
whatever DTD you go with.
