this: it's best figured out in the implementation, and standardized from

         Precisely. The processing model is sticky work, because it 
requires some interaction between working groups that are already bloody 
busy, as it is. Luckily, I'm glad to inform you all that those discussions 
are happening, and will certainly be informed by the discussions and 
experiences of XML-DEVers.
