Or to put it another way, new specifications that normatively reference
XML 1.0 should also normatively reference XML Namespaces.
(Just to be clear: none of this means you *have* to use namespaces.
Documents with no colons at all still conform to the Namespaces spec.
You just shouldn't use colons in ways that the Namespaces spec
prohibits, if you want to use infoset-based standards.)
