No you can, off course, Ariba is the piece of choice to process cXML.
However, other software like Web methods can process cXML. Conclusion: cXML
is an XML vocabulary created by Ariba but not necessarily tied to Ariba's
software.

Same arguments here as for Ariba's cXML.

Didier replies:
This could be one of your available choice. Use a neutral vocabulary and
then transform the document into one or the other vocabulary. A good tool
that you can use to perform the transformation is XSLT.

4) I was told that xCBL and cXML are prelevant industry standards which I
should take into consideration. But if I write my app usign XML and want to
later interface with a customer who has a Ariba's product will my app talk
to their product if the communication is written in XML? (likewise for
xCBL)

Didier replies:
Firstly, xCBL and cXML are XML based applications. Secondly, if you have
created your own neutral XML vocabulary then you will need a transformation
tool to transform your documents from your format to cXML and xCBL formats.
But, if you want your procurement application to deal with Ariba and
Commerce One application, you have no choice than to use xCBL and cXML
since, it is the privileged way to interface with these applications. This
is, anyhow, the way WebMethod is dealing with these applications.
