There are some who would suggest that might not be so bad...
though everyone has a different opinion about which RECs that applies to.
I suggest that companies take that approach to all W3C work in my last
point on:

Given the distinction some folks make between 'STANDARDS' and 'w3c
recommendations', it may not be such a bad approach overall.
