What I mean by 'unchanging' is just that -- the date-space versions
will never change, staying synced with the XML Schema version which
was issued at that time.
It's the versions higher up the date tree,
e.g. http://www.w3.org/XML/1998/namespace.xsd, which will change as
Schema changes.
