You might want to have a look at the DISCO specification at
http://msdn.microsoft.com/xml/general/disco.asp and see how close it comes
to meeting your needs.   Some of the wording in the summary is a bit
misleading, since it describes DISCO in terms of finding an "SCL" document
when the actual design is neutral with respect to the various documents or
other resources one might find associated with a specific resource.
